Dr Karanja Kibicho is Interior Principal Secretary. By chairing National Development Implementation Technical Committee which was formed by President Uhuru Kenyatta through Executive Order Number 1 of 2019 dated January 21 he was elevated to a super Principal Secretary,
The January 21 executive order also elevated his boss, Dr Matiang’i, to the supervisory role of government programmes and projects, thus whittling down Deputy President William Ruto’s powers — and denying him a chance to go around the country in the guise of opening and supervising projects, while laying ground for the 2022 elections.
That the duo of Dr Kibicho is therefore one of the most powerful Jubilee technocrats.
Kibicho was born on July 29, 1967 in Nairobi, Kenya; the son of Njogu Wakibicho and Muthoni Kibicho. He received a Bachelor of Science degree in Mechanical Engineering from the University of Nairobi in 1991. Five years later he was given a Master of Science degree in Mechanical Engineering from the same university. In 2006, he earned his Doctor of Philosophy degree in Mechanical Engineering from the University of Cape Town.
