Kamau Thugge

Kamau Thugge was the Principal Secretary at the Treasury who was charged on the same day as the Cabinet Secretary Henry Rotich over the multibillion-shilling Kimwarer and Arror dams scandal.

Among others, he was charged on Tuesday 23 July 2019 with multiple counts including abuse of office, conspiracy to commit an economic crime, conferring a benefit and single-sourcing for the insurance of the projects, and approving payment contrary to the law.

The court heard that they engaged in a project for the construction of Kimwarer multipurpose dam, without prior planning. Part of the charge sheet read “That on May 18, 2017, used your office improperly to confer a benefit to Intensa San Paulo S.P.A, London Branch and CMC Di Ravenna-Itiniera joint venture by unlawfully approving payment of EUR 2.5 (Sh295,877,663) for the development of the Arror multi-purpose dam.”

The day before, Monday, the Director of Public Prosecutions (DPP) Noordin Haji had ordered the prosecution of 28 individuals, among them officials from the National Treasury, Ministry of East Africa Community, National Environment Management Authority, Kerio Valley Development Authority and Inspectorate of State Corporations.
